The role of the CMA certificate

Background: According to Article 21 of the "the People's Republic of China Metrology Law" (revised in 2015): "Product quality inspection agencies that provide notarized data for the society must pass the metrological verification and testing by the metrological administrative department of the people's government at or above the provincial level. Ability and reliability assessment pass." Therefore, all product quality supervision and inspection institutions and other types of laboratories that issue fair data to the society must obtain China Metrology Certification, that is, CMA certification. Only the inspection organization that has obtained the certificate of measurement certification can be engaged in the inspection work and allow it to use the CMA mark on the inspection report. The inspection report with CMA mark can be used for product quality evaluation, results and judicial identification, and has legal effect.
Basic content:
1.CMA is the abbreviation of China Inspection Body andLaboratory Mandatory Approval (literal translation: compulsory certification of Chinese testing institutions and laboratories). A testing organization that has obtained a laboratory qualification (measurement certification) certificate may use the CMA mark on the testing (testing, testing) certificate and report according to the items approved on the certificate.
In 2.2001, the state promulgated the "Measurement Certification/Examination and Accreditation (Acceptance) Review Criteria (Trial)", which will be implemented on December 1 of the same year and the original review criteria will be JJG1021-90 abolished. The evaluation system followed by measurement certification: "Laboratory Qualification Assessment Guidelines", while supplementing the provisions of China's measurement legal management.
3. Laboratory qualification (measurement certification) is divided into two levels of implementation. One is at the national level, which is organized and implemented by the National Certification and Accreditation Administration; the other is at the provincial level, which is organized and implemented by the Provincial Bureau of Quality and Technical Supervision, and the specific work is undertaken by the Metrology Certification Office (Metrology Division). Whether it is at the national level or at the provincial level, the effectiveness of the implementation is completely consistent. Whether it is at the national level or at the provincial level, the testing institutions that have passed the certification are equally legally valid throughout the country, and there is no difference in the effectiveness of different handling departments.
4. According to the regulations on the management of measurement certification, the data issued by the testing institutions that have passed the measurement certification have legal effect as notarization data for trade certification, product quality evaluation and achievement appraisal. It is illegal for technical institutions without measurement certification to provide notarized data to the society, and violations must be prosecuted.
The country is currently implementing mandatory measurement certification, review and accreditation, and laboratory voluntary participation in "laboratory accreditation" and other systems to ensure the fairness, scientificity and authority of testing institutions to provide services to the society. These certifications are based on the national "Measurement Law", "Standardization Law" and "Quality Law" and other laws.
